Committee Roles & Responsibilities
Development Committee
Goals: to secure public and private funds to assure the continued development and expansion of Smart Start; and, distribute private funds to local partnerships.

Planning and Oversight Committee
Goals: Establish measures and monitor to assure local partnerships are achieving successful outcomes for children; help local partnerships develop organizational, fiscal and programmatic capacity which includes: development and oversight of the strategic planning process and review of local plans; development of principles for allocating Smart Start funding and setting the allocations for local partnerships on an annual basis; interpretation and re-enforcement of the long range vision of Smart Start; oversight of program operations, including development and review of program policies; oversight of technical assistance and training for local partnerships; development of a standard of ethics; development of program standards and monitoring Smart Start outcomes; and, review and oversight of legislative mandates.

Public Awareness & Outreach Committee
Goals: mobilize all segments of the community to build awareness and support of early childhood issues and to achieve the vision of Smart Start; develop a statewide public awareness campaign in conjunction with local partnerships; establish and promote a Speaker's Bureau; develop a consistent, positive message about Smart Start.

Audit and Finance Committee
Goals: provide oversight of: the financial management of NCPC; the Multi-County Contracting and Accounting Plan (MAC); and, the audit of NCPC by the State Auditor's office.
